Methodology

Pipeline = sum of MW for tracked projects with status 'construction' or 'planned'. Existing facilities are excluded. 'Fastest-growing' here means largest announced pipeline, not a percentage growth rate.

Pipeline totals are based on announced and tracked projects, not verified construction spend or energized capacity. A state with a large pipeline today may see permits delayed, power agreements renegotiated, or projects shelved. This ranking shows where publicly disclosed development is concentrated, not guaranteed future capacity.
